Owners and managers of listed properties, as well as investors planning to get involved in such projects, may soon benefit from significant simplifications. The Ministry of Culture and National Heritage is working on amendments to the regulations designed to streamline procedures and increase flexibility when carrying out projects in buildings of historical value.
One of the most important changes is the possibility of carrying out conservation, restoration and construction works whilst awaiting entry into the register of historic buildings. The draft also provides for an expansion of the group of entities authorised to apply for conservation recommendations. A potential investor who does not yet hold legal title to the property will also be able to submit such an application.
A further step towards greater flexibility is to allow the transfer of a conservation permit. This will make it possible to transfer the administrative decision to another entity, for example, in the event of a change of investor.
